In 2013, Sheldon Adelson, the late husband of Trump's largest donor, Miriam Adelson, called for the US to drop a nuclear bomb on Iran as a "warning" to show "we mean business."
The hundreds of millions of dollars Trump received from the Adelsons came with the expectation that he would initiate war on Iran on Israel's behalf.
Now, as the war Trump launched on Israel's behalf drags him deeper into a quagmire, the prospect of the US or Israel fulfilling Adelson's nuclear wish must be taken seriously.
By attacking Dimona, Iran is sending a warning of its own, reclaiming escalation dominance in the face of Israeli nuclear blackmail.
Inspections would be good, but as near as I can tell, Israel has no weapons material production program. They have the nukes and just need to maintain them. But I could be wrong about that. Even without on site access, there are still a lot of ways to monitor what is going on. There is a global monitoring program that mainly consists of three parts - the first is a global seismic network for detecting nuclear tests. The second part is a global radiation monitoring network that detects iodine isotopes and short-lived xenon isotopes. It is extremely difficult to prevent leakage of these isotopes from a test. Because of there short half life, there is essentially no background (actually there is a more from reactor operations than they originally thought). That makes the network extremely sensitive. The iodine monitoring showed what was going on with the Chernobyl disaster. When N Korea set off their test, it was detected in northern Canada. Ok, this isn't designed to monitor research facilities, but there is information.
Israel's status as a nuclear state outside of all international agreements is a big issue, especially now with the current government. It is basically like Putin's open secret executions. Everyone knows it exists. It's ludicrous to think that IAEA isn't allowed to inspect because it would be antisemitic. They aren't allowed to inspect because the program doesn't officially exist and frankly the US doesn't want them to. You can't do treaty verification of something that isn't part of a treaty. Btw, there are plenty of nuclear research facilities around the world that aren't inspected by IAEA.
