An important thing missing from the article is how many records were actually manually reviewed. Very different conclusion if they manually reviewed 500 records to "confirm" 185 registrants as non-citizens vs. reviewing 10,000 records to come up with the same result.
Of course, that doesn't mean that their review methodology was correct and that there were actually 185 non-citizens registered and whether those people actually voted. The whole process is not transparent and probably bullshit.
Also note that even 16,000 votes out of the low turnout midterm primary is only about 3.5 % of the votes cast and unlikely to make any difference, even if they all voted the same way. For a general election with higher turnout the impact would be even less and the "confirmed" 185 is nothing.

If the SUV was a "Camp Package" Cadillac Escalade—relatively new to the Secret Service fleet—it would not much spare room due to communications equipment, medical supplies, and automatic weapons stored in the back.
