The harmonica over the intro ... I mean, come on. I guess some of the notes very occasionally matched the chords, but not many, and I bet more by accident than design. Oddly, I don't have such a problem with the singing which bears only a slight relation to the key signature. And, of course, it's Dylan.
This album doesn't get enough respect.

Yet another Bob Dylan song that shows why he should only sing Hurricane and let every other song of his be sung by someone else.
His voice is drab and often out of tune. He wouldn't make it past the first auditions in any modern singing competition (call it what you like)
