I like to refer to this sort of usage (a little too overt to be "homage") as a "quote." A great many excellent modern songs have quoted from the classics.
GOOD TUNE!  Blackened Blue Eyes is my favorite tune by them.  Thanx RP!
What's with stealing the riff from Fearless (Pink Floyd).  Now I hate these guys. I do not like anyone who steals intellectual property and does not give credit!

I do see some plagiarism in the 'riff pointing out' posts. It really bothers me when people point out ripped off riffs when their complaint is a rip off of someone else's disdain in riff swiping swiping posts.

was not a rip-off, it was a powerful homage to PF, and being Fearless, and both amazing groups have been and continue to be real, honest soul-savers to me! The song also has lines from other soul-savers: "In the sunshine of your...", "What's goin' on".  Art is ART; let's JAM!
I interviewed a few 'rock stars' in my day and they always loved me when I avoided talking about their past and featured their current work. In doing so, I got some interesting info from them. Allan Parsons and Stewart Copeland were two of the artists I talked to. And no, I did not ask Allan about his opinion if the riff in this song was peeled off of another song. ;-)

I think probably it was intentional because there were quite a few other obvious 'homages' on the same album - nine acre court.  I like that album - they copied all the right stuff.

I was working, happy listening to RP like I do, and heard the Pink Floyd riff. I got excited to hear this song, and pulled my attention (and window) up, only to see it was the Charlatans. Aptly named....

Without more information (liner notes?), its not possible to know whether the 'Fearless' riff is being intertextually incorporated for a deliberate musical purpose, like Kanye West with the Ray Charles sample ("Golddigger"). "Fearless" by the PF ALSO incorporates a field recording of "You'll Never Walk Alone." So this may be a deliberate build upon a riff in a song that itself is built upon another song. Without more info its hard to know what the story is but the fact they are riffing on another song that also is partially built around another song is significant if its deliberate.

Since Bill often follows it up with Cymbaline by PF, its clear Bill is doing his "cover version/different song by original" narrative here, which works very well as a segue tool.

So what. It's a solid piece and apparently PF don't care. So, why should you? FO!
I really enjoy the Fearless reference!  The guitar tones and faster tempo transforms it into something new (though hardly new anymore) with clear respect for the original.  I bet a lot of kids in the 90s heard this first but then later discovered Fearless and loved it

If using a short sequence of notes with a specific chord structure is plagiarism, there must be thousands of "actionable" cases. I suggest giving this issue a rest. Of course, nearly everyone who hears this tune recognize that this is an homage to Fearless. How do you see this as a "ripoff"? This point is so tired, by now.

That repeated PF riff reminds me of a story my friend told me about a Smashing Pumpkins concert during a point in time where the band was not getting along so well, and, to hear my friend tell it, James Iha kept inserting a riff from Guns N Roses' Sweet Child of Mine into nearly every song they played that night.

That's a secondhand story, so I probably have a few aspects wrong, but it makes me giggle anyway.

I.e. a song should not be 'savaged' just because it borrows a riff, if that riff works well in the new context.

Agreed. That Pink Floyd song has an excerpt of Rodgers and Hammerstein's "You'll Never Walk Alone", sung by Liverpool Football Club's supporters at a match.  Should we knock Floyd and the LFC fans for riffing on Rodgers and Hammerstein?

As far as I can tell, Floyd just sampled a crowd singing the Rodger and Hammerstein tune "You'll Never Walk Alone" at a football game for their song Fearless. The guitar riff, which plays under the fans singing the tune, doesn't seem to appear anywhere within the showtune. So it looks like Floyd came up with that themselves. Whether or not you think this band is paying tribute to Floyd or ripping them off depends on your perspective I guess.
