I'm a designer, too, but this doesn't bother me at all. It's not as if they were sort of, kind of ripping off "Modern Times", they recreated the shot almost exactly, and anyone who knows music and recognizes the shot will instantly reference Dylan's album. This is obviously meant as an homage. I see no harm in that.

Yes, Luna did use that image on an EP of their's, before Dylan released Modern Times. Neither artist created the photo; it's a pretty well-known photograph which was taken in the late 1940's by Ted Croner
I have quite a few Luna CDs and have seen them several times (including at the legendary Maxwell's in Hoboken, NJ).
This is a sweet Luna track. How about 24 hours in Brussels sometime too.
