Personally, I think that there should be some sort of license for marijuana users where they agreed that if they were licensed users of the weed, that they wouldn't be able to hold valid driver's licenses.

Depends on the state.  Weed is a minor misdemeanor in Ohio and not a jailable offense for personal use amounts.  Don't ask me the amount because I don't remember, but 200 grams sounds close.  With more serious drugs on a first time offense you can get it down to a misdemeanor if you haven't acted a fool during the arrest process and then go to counseling.  Nobody want drug users in jail, just drug peddlers.
